Z-index

When positioned elements overlap, z-index decides which is on top. Higher numbers come forward.

.dropdown { position: absolute; z-index: 10; }
.modal-backdrop { position: fixed; z-index: 100; }
.modal { position: fixed; z-index: 101; }
